Exploring the Philippine budget
An interactive explorer for Philippine budget allocations, with Sankey charts and department-level discussions.
Problem
Budget spreadsheets make it difficult to trace where public funds go.
My contribution
- Developed the budget explorer with year selection, Sankey charts, and allocation drill-down.
- Built a spreadsheet importer to organize GAA data into departments, agencies, and programs.
- Connected budget allocations to a discussion forum.
Method

Budget data
Parse General Appropriations Act spreadsheets with ExcelJS, normalize department and agency labels, and store the allocation hierarchy in SQLite.

Interactive exploration
Use Nivo Sankey charts to move from national totals to departments, agencies, and programs, with breadcrumbs and allocation details.

Discussion
Link forum posts to budget allocations so the figures and conversations stay connected.
Result
A web app for browsing annual budget allocations and discussing individual budget items.
LIMITATIONS
GovAI currently uses sample responses. Document-backed AI answers are planned.
